System Specification and Design

Specification Writing

Development of detailed system specifications which can be used to issue Bid Requests.

Proposal Evaluation and Review

Evaluation of vendor bids for responsiveness, accuracy, technical competence and cost effectiveness.

Supervision of System Installation

  • Selection of sampling locations
  • Pre-installation equipment check
  • Insure vendor follows design specification during installation
Certification (RATA) Testing

Performance of all certification tests as required by state or federal regulations. These could include:
  • Zero and calibration drift test
  • Cylinder gas audits
  • Relative accuracy test (40CFR 60 and 75)
  • Bias check
  • Quarterly and annual QA/QC audits
3-D Flow Studies

Our experience indicates the 3D traverse can measure flow rates up to 15% lower than that of the S-type pitot traverses. To minimize the disparities between the flow rates measured at the stack with EPA Method 2 test procedures (S-type pitot tube) and the calculated flow rate from combustion inputs, CleanAir provides the following 3-D flow testing services:
  • 3-D volumetric flow determination (EPA Methods 2F and 2G)
  • Wall effect determinations by EPA Method 2H
  • Wind tunnel calibration services
  • 3-D probe and electronic manometer console manufacturing and rental
QA/QC and Monitoring Planning and Implementation

Regulatory Review
This is done to determine the QA/QC requirements applicable to the source under state and federal regulations. These may include the requirements of 40CFR Part 60, Appendix F or 40CFR Part 75, Appendices A and B.

Development of QA/QC Plans
A step-by-step written plan is developed for each instrument and for the system as a whole. This plan is specific for the instruments involved and for the plant site. The plan includes at a minimum the following procedures:
  • Calibration error test
  • Calibration adjustment
  • Preventative maintenance
  • Audits
  • Recordkeeping and reporting
QA/QC Implementation
QA/QC plans require periodic audits and reports to state and federal pollution control agencies. Services provided are:
  • Quarterly or semi-annual audits
  • Annual certification testing
  • Assistance with state and federal agency paperwork
  • Operator certification and training
